The aim of the hand research proposal is two-fold. Firstly, it attempts to analyse if the productive performance spillovers convey the innovation and technological spillovers. Secondly, it seeks to determine the influence of gazelles and public policies on the existing spillovers effects. The accomplishment of the study’s intentions relay on both parametric and nonparametric estimations of production and knowledge performances, taking into account the observable and non-observable heterogeneity of DMU’s, high growth firms and public policy innovation support. The methodology could be applied to micro-level data of IS survey from 2010 to 2016, which in combination with financial statement data may conduct to valuable results for literature and public policies purposes as well as to meso or macro level data.
